SAFE & SMOOTH TRAFFIC DISCIPLINE SYSTEM
30-Day Pilot Proposal for Hyderabad
The Commissioner of Police,
Hyderabad City Police,
Hyderabad.
To
The Additional Commissioner of Police (Traffic),
Hyderabad Traffic Police,
Hyderabad.
Respected Sir/Madam,
On behalf of Victims Rights Protection Trust (VRPT), I respectfully submit a practical citizen-oriented proposal for improving traffic discipline, lane management, emergency vehicle movement and road safety on the main roads of Hyderabad.
The basic concept is simple: instead of allowing different categories and speeds of vehicles to move randomly across available lanes, motorists should be continuously guided to follow an organised lane pattern, wherever the width and engineering design of the road permit.
🚦 PROPOSED LANE DISCIPLINE
A clear passage should always be facilitated for ambulances, fire services, police emergency vehicles and other authorised emergency services. All motorists should be educated to immediately provide passage when an emergency vehicle approaches.
📅 30-DAY PILOT PROGRAMME
We respectfully suggest implementing this concept continuously for 30 days on selected main roads across the Hyderabad Traffic Police jurisdiction.
For the first month, considerable effort, manpower and public education may be required. However, once motorists repeatedly follow the same lane discipline every morning and evening for 30 days, the system may gradually become a regular driving habit.
↓
THEREAFTER, HABITUAL LANE DISCIPLINE
⏰ DAILY IMPLEMENTATION TIMINGS
6:00 AM – 10:00 AM
4:00 PM – 8:00 PM
These timings may be modified by Traffic Police according to actual traffic patterns in different corridors.
🏫 60 SCHOOLS – 30 DAYS
The programme should not depend only upon Traffic Police personnel and Home Guards.
We propose involving approximately 60 willing schools during the 30-day campaign, preferably through a structured road-safety education programme.
Students can become powerful messengers of traffic discipline. However, their participation should be educational and awareness-oriented only and must be organised with school/parental consent and under the direct supervision of teachers and Traffic Police.
Participating students may assist through:
Each participating school may be allotted a particular day, locality or awareness activity according to a programme prepared by the Traffic Police.
🚧 MANUAL LANE GUIDANCE ON MAIN ROADS
On suitable major roads, Traffic Police may initially manually identify and guide lane usage through cones, barricades, temporary signboards, lane-direction boards and personnel positioned at safe locations.
The selected road may be divided into clear operating lanes according to its existing width and road engineering.
Traffic personnel and Home Guards may initially guide motorists at important entry points and junctions so that drivers understand the system before entering the corridor.
🔄 FIRST MONTH – EDUCATION, GUIDANCE & HABIT FORMATION
The principal objective during the initial period should be to educate, guide and develop lane discipline.
Motorists should repeatedly see the same instructions at the same locations every day.
The first 30 days may naturally be difficult. There may be confusion, resistance and additional manpower requirements. But sustained implementation can help motorists automatically understand:
Once this becomes a driving habit, the requirement for continuous manual intervention may reduce substantially.
🛣️ SELECT SUITABLE MAIN ROADS ACROSS THE JURISDICTION
The Traffic Police may identify suitable high-volume main roads and divide the programme jurisdiction-wise.
The system need not be introduced blindly on every road. Roads may first be technically assessed for:
Accordingly, each Traffic Police division may identify suitable corridors for implementation.
📢 PUBLICITY IS ESSENTIAL
Before commencement, Hyderabad Traffic Police may conduct an intensive awareness campaign through Traffic Police social-media platforms, schools, colleges, FM radio, newspapers, television channels, digital display boards, junction announcements and roadside signboards.
📊 MEASURE THE RESULTS AFTER 30 DAYS
The success of the programme should be assessed scientifically. Traffic Police may compare before-and-after data relating to:
If measurable improvement is observed, the system may be refined with the assistance of traffic-engineering experts and gradually expanded to other suitable roads.
🙏 OUR REQUEST
We respectfully request the Commissioner of Police and Additional Commissioner of Police (Traffic) to kindly examine this proposal and consider conducting a 30-Day Safe & Smooth Traffic Discipline Pilot Programme involving:
+ 🦺 HOME GUARDS + 🏫 60 SCHOOLS + 👩🏫 TEACHERS + 👨🎓 STUDENTS + 👥 CITIZENS
Our proposal is not intended to replace any existing traffic law, notified speed limit or professional traffic-engineering system. It is submitted as a public road-safety and lane-discipline concept, to be implemented only after examination and modification by the competent Traffic Police and road-engineering authorities.
Thanking you,
Yours faithfully,
Giri Prasad
